Notes: Certainly considered one of London's blue chip players, Phelps is an excellent safety but will likely end up being slotted as a cornerback, and stands a very good chance of getting immediate playing time. ESPN calls him a "legitimate two-way option for the next level" with "quick feet and fluid hips". He is also a player who "turns into a receiver when the ball is in the air", displaying good range and closing speed. He had to deal with a hip injury his senior season, but was still named a Big School All-State Second Team selection.
