Name: Billy Kemp
Hometown: Highland Springs, VA
Position: Wide receiver
Rating: *** (.8132 on 247 Composite)

It’s fitting for Kemp to be one of the final signings of Virginia’s 2018 early signing period, given that he was also one of the last players to join the class before the signing period began. The diminutive speedster announced his commitment close on the heels of leading Highland Springs to the VHSL Class 5 state championship.

If I told you a player at Virginia was shorter than 5-foot-10, but was a dynamic playmaker as a runner and receiver, you’d probably guess I’m talking about Olamide Zaccheaus. Which is why Kemp is such a smart fit for Virginia’s offense in the future. His ability to change direction on a dime pairs well with a tough-nosed approach to blocking and feet that never stop grinding. His size will always be his limiting factor, but the coaching staff—from Frank Wintrich to Robert Anae—has shown they know what to do with a player with Kemp’s skill set.

Welcome to Charlottesville, Billy!
